If you’ve watched TV or picked up your phone in the last few weeks, you’ve probably seen at least 100 political ads. Social Security isn’t getting as much press as other topics, but it’s still a big concern for seniors, especially after the 2025 COLA came in at just 2.5%.
Donald Trump has recently tried to win support from older voters by promising to eliminate the tax on Social Security benefits that some retirees pay on up to 85% of their checks. It makes for a good sound bite, but the repercussions of that move are complicated.

All good news in the short term
If you’re not familiar, Social Security benefit taxes force seniors to give the IRS a piece of their benefit checks if their provisional income — that is, their adjusted gross income (AGI), plus any nontaxable interest they’ve earned on their investments, and half their annual Social Security benefit — exceeds certain levels for their marital status:

To be clear, this doesn’t mean you lose 50% or 85% of your benefits if you fall into one of the taxable ranges. That just indicates the percentage of your benefits you’ll pay ordinary income tax on. For example, if you fall in the 50% taxable benefit range above and are in the 12% income tax bracket, you could pay 12% tax on up to 50% of your Social Security benefits.
That said, these taxes can still take a significant bite out of retirees’ checks. The latest Trustees Report revealed that the government took in $50.7 billion from taxing Social Security benefits in 2023, and that number will likely be even higher this year. That’s especially difficult for those who rely primarily or exclusively on Social Security.
Donald Trump’s plan to eliminate this benefit tax would be a boon to retirees in the short term. This would give many families more money they could use to cover their immediate expenses. It would also let them withdraw less from their personal savings, possibly extending the life of their nest egg. But these benefits would be short-lived.
Social Security’s long-term problem
Social Security is already in a serious funding crisis. A recent Congressional Budget Office report indicates that benefit cuts of 24% would be necessary beginning in 2034 if the government does not take steps to secure additional funding for Social Security before then.
Removing Social Security benefit taxes — one of the program’s three sources of funding, the others being interest on trust fund investments and Social Security payroll taxes — would exacerbate this shortfall. It would increase deficits by $200 billion between now and 2035, according to a recent Committee for a Responsible Federal Budget (CRFB) report. This would accelerate the rate of the trust fund shortfall by over one year.
It’s not impossible to fund the program without taxing seniors’ Social Security benefits. Theoretically, the government could do this by shifting the burden to workers. The Congressional Budget Office report indicates that if Social Security benefits remain taxable at their current rates, Social Security payroll taxes would have to climb from 12.4% to 16.7% to make up for the shortfall.
If you eliminate benefit taxes, you’d have to increase Social Security payroll taxes by another 0.90%, according to the CRFB, bringing them to 17.6%. This would cost the average worker earning $60,000 per year $5,280 in taxes. That’s understandably not going to be a popular decision.
The reason Social Security’s funding crisis hasn’t been resolved yet is that there are no popular decisions — not ones that could fully resolve the issue at least. Kamala Harris’s proposal to require high earners to pay more in Social Security payroll taxes could partially resolve the issue. But it would only eliminate about half of the projected shortfall. The hard truth is that eliminating the shortfall will cost voters, and politicians aren’t eager to decide who or how much.
Promises aren’t guarantees
Another factor to consider here is that just because Donald Trump says he’ll eliminate Social Security benefit taxes doesn’t mean it’ll actually happen. As president, he wouldn’t have the authority to decide that on his own. Congress would have to pass a law eliminating the tax, so a lot more people would have to get on board for it to happen.

The math is also wrong for the cost of increasing the payroll deduction. If Social Security taxes increase 0.9%, then someone earning $60,000 a year would pay $540 more a year.

I think you are thinking of medicaid. I don’t believe anyone under 65 can be on Medicare however I don’t believe that Medicaid has age restrictions.
People with full permanent disabilities (I am one) that cannot work (on SSI) are on Medicare. I also have a long term disability check that comes in that the company I previously worked for (before becoming fully disabled) pd into. THAT check stops in 2039 & I’ll be only receiving SSI with Medicare pulled out (like currently) befofe I ever see the money. Even with getting both checks & the COLAs, I am still vastly below the poverty line. So much so that I have to be on PAP (patient assistance programs) for almost 3/4 of my medications that I have to take to live. I cannot get on Medicaid or housing assistance because “you make too much” even though, as stated before, I am vastly below the poverty line.

One way to increase tax revenues for Social Security is to increase the amount of earnings for which the FICA tax is collected. I think this would be better than increasing the tax rate. If you double the income cutoff point for collecting the FICA tax you would increase the tax revenue for Social Security by much more than by increasing the rates as mentioned here.

Ever notice that welfare or food stamps never go broke or be threatened like social security is? If it was just for retirement we would have enough. Most folks say SS is not an entitlement. They are correct for the most part, but not completely correct. Most of us middle class folks in our mid to late 60’s have paid somewhere between $100K and $250K into the SS system over our lives. Assuming that money could have earned at least 3 to 5% if we could have held onto it, the government owes us about 10 to 15 years worth of SS payments after we retire. We shouldn’t be taxed any of the principle of our money except for the gain it had over the years. If you are lucky enough to live beyond the exhaustion of what you paid into the system, you are now being given a monthly entitlement. At that point SS should be charging the recipient some form of remuneration. That remuneration should be added to any SS reforms that are planned.

Somebody needs remedial math classes. .9% of $60,000 is just under $600, not more than $10,000.
Two comments about SS. First, who was the person that decided it would pay benefits in advance? Who else gets paid in advance? How much extra work is generated clawing back payments made when beneficiaries die during the month after they got paid?
And why are payments bunched up during the first three days of the month and then the 2nd through 4th Wednesdays? How about paying benefits on the beneficiaries birthday? In arrears? (Leave existing beneficiaries where they are but start new retirees off on the right foot).
SS as a very easy solution. REMOVE THE CEILING. Who would it hurt? only those who now make over the ceiling. When the SS act was passed in the 30’s very people made more than the ceiling, The wealthy at that time were not opposed to paying. Now with the dramatic shift in incomes, to much higher levels those lucky enough to make this money are to stingy to pay accordingly. I guess people now are not as moral as they were in the 30’s. Remove the ceiling entirely and decrease the amount employers have to pay for each employee. Maybe 3% instead of 6+. That would help all businesses.
The real problems for SS are life expectancy increases, declining birth rates, and expanding the scope of payments. When SS started people only lived a few years past retirement age, not 20 to 30 years like today. Declining birth rates means there are fewer workers paying into SS per retiree collecting benefits today. I cannot remember the exact numbers, but the differences are huge. Expanding the scope of benefits beyond just retirees who paid into SS takes more money out of the system. SS is and always has been a huge Ponzi scheme. Ponzi schemes all end the same way – last people in get screwed. The main difference with SS is no one will go to jail.
Require Govt to pay back all money it stole (borrowed) from SS fund for their special programs.
How about we just make the first $30,000 tax free? And COLA adjust it too? This removes that convoluted 50% and 85% mess for everyone in one easy step. Why $30,000? The average Social Security payment is almost $2000 or $24,000 annually. Bumping it up to $30,000 should make this completely tax free for the lower 60% of recipients.

This math is correct but your statement is wrong. The worker wouldn’t pay an additional $10,570. They would only pay additional $540 per year. Or about $45 per month. Not a popular tax but manageable if the worker knew that they would never have to pay one penny of tax on their own social security.
Most people may not be aware that the money you pay to the government in the way of social security is first taxed as ordinary taxable income before you send it to the feds. Then, when you get that money later, it isn’t taxed, unless you have some other income beside SSI, which most people have. So, when some of your SS benefit is taxed it isn’t double taxation. That’s not right or fair.
17.6%-12.4=5.2% increase in SS tax X $60000 (example income)=$3120 increase in SS tax Paid on said $60000 income per year. Considering the Median US income for 2023 was $42220 shifts the perspective some and the median income for full time employees is $60,070 then your leaving out those who earn 6 digits and above that turns into $5200+ for those who earn $100,000 + or just a swag calculation of $17600 a year on said $100K income. But please please please remember to tell all us tax payers that the more you pay into SS the more you get in monthly income paint the picture with a better brush and take the time to print multiple example by wages earned and SS tax paid considering the fact that Min SS benefits start just under $1000 and the Maximum SS benefit at retirement age is $3820 and more if you delay your date to start your SS draw. The more we earn the more in return and considering how poorly many people are at saving and how many are relying on the government to save them its looking to be a good option sorry to say its become the parachute for many.

The poorest pay zero income taxes on Social security retirement income. Zero. Anyone with up to about about $30,000 pays zero. Above about $70,000 in income it is almost all taxed now. Lots of politicians state that the rich don’t pay their fair share of taxes, which to a degree is true. Many use trust funds and tax free bonds or other tax free structures to pay less tax. All legal and available to all that have the money to use them. But this isn’t about State or Federal income taxes, this article is about SS benefits and paying for them. I have a solution. Currently the limit on income that is taxed for SS in $176,100. Which means every $ earned after that is NOT TAXED for SS. It seems rather simple to me. Eliminate the the cap! Make all income subject to SS Tax. Even Capital Gains tax that the CEO’s and others paid with stock options. I have no idea how much that would bring in but I think that would go a long way toward them paying more of their fair share and greatly improve the amount going into the SS fund. But I rather doubt any of the Representatives in the House or the Senate will have the fortitude to sponsor a bill for that. Think about it, a corporate big shot making $10M a year would then pay $750,000 in SS taxes and his employer would have to match it. That’s $1.5M from just one. So of course the corporations would lobby very heavily against it. So you see there is away to continue funding the system!

There should be NO cutoff point. Pay SS tax on every dime you make. That will not affect the wealthy’s lives.
I think a 1/2 % nationwide sales tax would make social security solvent again and spread the burden. Everyone will need social security at some point and this will have no favoritism while ensuring some type of safety net. Pensions are not taxed in the US and social security should be no different.
I think it’s important to consider how Trump’s policies could impact social security in the long run. While he has some appealing ideas, I wonder if they truly address the underlying issues. Retirees deserve clarity on what to expect!
Thank God for Donald Trump! Now we’ve got to work to get back all the billions of dollars stolen from us because of a corrupt/mismanaged Social Security system. There were 25 million people over the age of 100 collecting Social Security. Let’s get those bastards and and give them money to legitimate Social Security recipients.

They could make Social Security solvent with the money that DOGE is saving the taxpayers. They just need to prevent congress from raiding the fund to pay for pet projects. Take the money from USAID oversees social give aways of taxpayer money and apply it to social security.. Problem solved.
